Connecticut: Power to Quarantine for Ebola

Does each governor have to create an executive order to grant power to the state's health agency to quarantine for any suspected case of Ebola?

Apparently, the answer is yes because Connecticut's governor just did that.

Wowser... Ebola concerns have just triggered a mine field of legal hurdles.

Without a state's executive order allowing anyone to be quarantined, could someone who is unjustly quarantined sue for lost wages and other infringements on his or her rights?

If that's accurate, every state best get its legalities in order or face a potential onslaught of lawsuits.
