Why is the U.S. planning on sending 3,600 U.S. military personnel to West Africa?

The following article specifically says many of those military personnel are soldiers, not medical personnel.

Some of the troops are helping to build tent hospitals.

What I don't understand is that people are still flying out of West Africa.

People fly in and people fly out.

With a 21-day incubation period of Ebola (that day count is conservative), who knows what anyone has contaminated anymore.
